The Toronto and Region Conservation Authority (TRCA) is seeking a strategic and forward‑thinking Chief Information Officer (CIO) to lead its enterprise technology, GIS, digital transformation, and records management functions. With more than 65 years of experience protecting watersheds and advancing safe, resilient communities across the Greater Toronto Area, TRCA operates at the intersection of environmental stewardship, public service, and municipal partnership. As climate pressures, population growth, and digital expectations accelerate, technology is central to TRCA’s ability to deliver on its mandate.
Reporting to executive leadership and serving on the Senior Management Team, the Chief Information Officer (CIO) provides strategic leadership for enterprise technology, GIS, cybersecurity, digital transformation, and information management. The CIO plays a key role in advancing TRCA’s technology priorities, with a strong focus on cybersecurity, enterprise modernization, and the effective use of data and digital capabilities to support the organization’s mandate.
The CIO leads TRCA’s enterprise technology agenda, including major modernization initiatives such as the ERP implementation and the continued advancement of data and GIS capabilities. The role also guides TRCA’s responsible adoption of emerging technologies, including artificial intelligence, with accountability for AI governance and policy development.
With enterprise‑wide responsibility for technology strategy and delivery, the CIO oversees major projects, vendor partnerships, digital innovation, and cybersecurity. Working closely with internal leaders, municipalities, and government partners, the CIO enables collaboration, data sharing, and modern service delivery, while ensuring strong financial stewardship, procurement oversight, and value realization.
As a people‑centred leader, the CIO builds a high‑performing, inclusive technology organization grounded in collaboration, accountability, and continuous improvement. The successful candidate will bring senior IT leadership experience in complex or regulated environments, strong executive communication and influencing skills, and a commitment to public service. This is a publicly advertised job posting for an existing vacancy. Expected compensation range: $171,371- $198,689 CAD.
