The Financial Services Regulatory Authority of Ontario (FSRA) is an independent, board-governed provincial regulatory agency responsible for regulating non-securities financial services and pensions in Ontario. FSRA’s mandate is to protect consumers, members, and pension plan beneficiaries; foster strong, sustainable, competitive and innovative financial services sectors; promote high standards of business conduct; and contribute to the stability of the financial system. FSRA regulates property and casualty insurance; life and health insurance (including auto insurance rates); credit unions and caisses populaires; loan and trust companies; mortgage brokers; health service providers as they relate to auto insurance claims and pension plan administrators. The Chief Human Resources Officer (CHRO) is accountable for setting the enterprise-wide people strategy and providing independent, strategic leadership on all human capital matters aligned with FSRA’s mandate, mission, vision, and values. Reporting directly to the Chief Executive Officer and serving as a member of the Executive Leadership Team, the CHRO champions a collaborative, inclusive, and high-performance culture focused on service and outcomes and leads a dedicated team to enable regulatory and operational excellence through people, leadership, and organizational effectiveness.
The ideal candidate is a senior human resources executive with extensive experience leading enterprise-wide people strategies within complex, highly regulated and unionized environments. They bring deep expertise in labour relations, workforce planning, executive compensation, and organizational transformation, coupled with a track record of advising senior executive teams and Boards of Directors. This individual demonstrates exceptional executive presence, sound judgment, and the ability to influence diverse stakeholders while championing a collaborative, inclusive, and high-performance culture. A commitment to public service values, regulatory integrity, and continuous improvement underpins their leadership style, along with the capability to inspire and lead high-performing, multidisciplinary teams through change.
