Toronto Community Housing (TCHC) is Canada’s largest social housing provider and the second largest in North America, managing a $9 billion public asset on behalf of the City of Toronto. TCHC is seeking an accomplished and strategic General Counsel to join its Executive Leadership Team. Reporting directly to the President & Chief Executive Officer, the General Counsel will serve as a trusted advisor to senior leadership and the Board of Directors, providing expert guidance on governance, risk, and legal matters that underpin TCHC’s mission and long-term sustainability. This role oversees the delivery of comprehensive legal services across a broad range of practice areas, including real estate development, commercial transactions, corporate governance, procurement, labour and employment, litigation management, insurance, privacy, and access to information. The General Counsel will lead and inspire a high-performing team across Legal Services, Governance, Freedom of Information, Insurance & Risk Management, Human Rights, and Investigations, ensuring operational excellence and fostering a culture of accountability, integrity, and inclusion.

 

The ideal candidate is a highly respected legal executive with a Juris Doctor or LL.B. and is a member in good standing of the Law Society of Ontario. Bringing 10 to 15 years of progressive legal experience in a top-tier law firm and/or in-house counsel role, the successful candidate will demonstrate deep expertise in real estate, corporate/commercial law, construction law understanding, governance, labour and employment, and enterprise risk management. Experience advising executive leadership and Boards of Directors or Council, managing external counsel, and leading legal and compliance teams within complex, multi-stakeholder public or quasi-public organizations is critical. The role requires exceptional judgment, political acuity, and the ability to navigate complex issues with clarity and confidence. Knowledge of the Residential Tenancies Act, Housing Services Act, and MFIPPA will be considered an asset.
