TransLink is recruiting a forward‑thinking financial leader who will play a critical role in driving financial excellence across the organization. The Vice President, Financial Services, will guide enterprise financial strategy, provide senior leadership to diverse functional teams, and ensure strong financial stewardship that supports TransLink’s operational and capital priorities. This role contributes significantly to organization‑wide planning, performance, and long‑term financial sustainability.
RESPONSIBILITIES
Primary Purpose
Provides senior leadership in the delivery of integrated financial services, supporting TransLink Enterprise and its subsidiaries across a broad range of areas, including financial planning and analysis, capital planning and asset management, government funding, treasury, debt and investment management, enterprise risk management, Compass fare revenue operations, accounting and reporting, and all related controls and compliance. Provides strategic advice to TransLink executives on financial matters and leads the development and transformation of financial processes across the Enterprise. Works as a strategic business partner to other TransLink leaders in developing strategies and financial plans to support data-driven decision making and value for money analysis across the organization.
Key Accountabilities
- As a member of the 3T Committees (TransLink Today, Tomorrow and Together), engages in the development of strategies and plans in support of corporate goals, and provides advice and expertise related to all areas of accountability.
- Collaborates with the CFO in translating the organization’s strategic direction into divisional strategies for Financial Services. In line with those strategies, leads the Financial Services Directors team in setting short and long-term strategic plans and objectives for the delivery of integrated financial services. Approves and monitors targets & measures for the achievement of goals in all reporting areas.
- Provides strategic leadership to financial services organization, through a group of Directors, in the following areas: Corporate Finance, ensuring an integrated, enterprise-wide approach to all areas of accounting, taxation, financial systems, and revenue programs.
- Financial Planning & Analysis, ensuring an integrated, enterprise-wide approach to all areas of strategic financial planning and analysis Capital Planning and reporting, including management of capital assets, government funding, and all related financial modelling, cash flow analysis, and reporting.
- Treasury, ensuring an integrated, enterprise- wide approach and development of investor relationships, raising capital project funds, investing in the market, and maximizing financial returns.
- Enterprise Risk Management, ensuring an integrated, enterprise-wide approach to identifying and facilitating prioritization of the organization’s most critical risks through the Executive and TransLink Board, developing risk mitigation plans, and monitoring progress.
- Long Term Financial planning, supporting TransLink’s Investment Planning process with strategic analysis and modelling to ensure a long term sustainable financial model.
- Revenue and Compass Operations, including major contract oversight, relationship and reporting; operation solutions, and all card programs, services and related financial accountability and reporting.
- Provides financial expertise and advice to the Finance & Audit Committee of the Board and joint Board/Mayor’s Council committees, particularly as it pertains to capital planning, financial planning, funding, performance reporting, and risk management.
- As Chair of the capital management committee, leads, with the Vice-chair, VP Engineering, the oversight and leadership of Capital programs and projects to optimize capital delivery, costs and outcomes.
- Engages with representatives of the Province regarding Investment planning, major capital projects, and funding strategies.
- Carries out day-to-day liaison and advisory role to TransLink leaders and the finance leaders in the operating subsidiaries on financial planning activities, and implementation of enterprise-wide financial practices, processes and procedures, ensuring standardization and optimization of processes enterprise wide and appropriate oversight and internal controls.
- Represents the Division in the development of positive and productive relationships with external contacts such as government representatives and auditors.
- Ensures readiness of reporting areas to identify and mitigate critical risks and to leverage emerging opportunities, alerting the CFO and recommending action that may impact achievement of divisional strategies.
- Positions reporting areas for operational efficiency and effectiveness through implementation of innovative practices, processes and systems, and ensures compliance with accounting principles and standards and all relevant legislation, acts and regulations.
- Provides direction, coaching, development and performance management for reporting functional leaders, and oversees the areas’ practices, ensuring adherence to best practice in people management.
Education And Experience
- The requirements for this job are typically acquired through a degree in business or finance, plus achievement of a financial designation and/or MBA, and 10 – 15 years of progressively responsible experience in senior financial leadership roles in a large enterprise, or an equivalent combination of education and experience.
Rate of Pay and Work Designation
- The salary for this position ranges from $211,426 – $316,981 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
- Hybrid
- This position offers the flexibility of working both on-site and remotely within B.C.
Other Requirements
- Expert knowledge of the theories, concepts, practices and methods pertaining to all disciplines of finance, including financial planning and analysis, capital planning and capital asset management, debt financing, government funding, enterprise risk management and strategic financial decision-making.
- Expert strategic planning skills, with ability to also establish effective targets and measures, and monitor achievement of results.
- Expert leadership skills with ability to direct, coach, develop and manage performance of reporting leaders, and to influence others in leadership roles across the TransLink enterprise.
- Expert interpersonal, communication, negotiation and consensus building skills, with ability to provide significant contributions at the executive team and Board levels, and to address the highest level of sensitive and political challenges, both inside and outside the organization.
- Expert problem-solving and decision-making skills, with ability to diagnose and make recommendations on critical issues. Expert skills in leading process and system transformation in a large and complex organization.
