BC Financial Services Authority (BCFSA) regulates financial services in British Columbia. As a Crown agency of the Government of British Columbia, BCFSA oversees the majority of the provincially regulated financial services sector, including credit unions, trust companies, insurance companies, pension plans, mortgage services, real estate services, and real estate development marketing. BCFSA also administers the Credit Union Deposit Insurance Corporation of British Columbia (CUDIC). BCFSA plays a vital role in building and maintaining confidence in B.C.’s financial services sector by protecting consumers and supporting safe, sound, and resilient markets that underpin everyday life in the province.

Reporting to the Senior Vice President, Enterprise Enablement, the Director, People and Culture provides enterprise-wide leadership for BCFSA’s people strategy, workforce planning, and organizational capability. This is a pivotal opportunity to shape, stabilize, and advance a modern, high-performing People and Culture function within a complex regulatory organization of approximately 350 employees. The Director leads workforce strategy, organizational design, culture and engagement, HR governance, total rewards, and people analytics, while guiding the ongoing evolution of HR systems and service delivery. As BCFSA continues to mature as an integrated regulator, this role is instrumental in aligning talent, leadership capability, and culture with the organization’s strategic priorities, public sector accountabilities, and long-term sustainability.

The ideal candidate is a strategic, collaborative, and values-driven People and Culture leader with deep experience working in complex environments. They bring sound judgment, calm leadership, and strong organizational and political awareness, with the ability to balance governance, compliance, and risk management. They actively shape organizational culture, strengthen leadership capability, and elevate the employee experience. With a minimum of eight (8) years of progressive experience across core human resources disciplines, including at least three (3) years in a senior leadership role with accountability for an enterprise wide HR or People and Culture function, the successful candidate is comfortable operating at both the enterprise and operational levels; stabilizing core people operations while building for the future. They are a clear communicator and trusted advisor who works effectively with executives, Boards, employees, and stakeholders. The successful candidate brings experience leading through continuous change and leveraging people data and analytics to inform decision-making. A demonstrated commitment to inclusive leadership and a modern, people-centered employee experience is essential.
