Established through an endowment from the Government of Canada and managed by FCM, the GMF helps municipalities accelerate projects that deliver environmental, economic and community benefits. Combining grants, loans, technical expertise and strategic partnerships, the GMF plays a critical role in helping communities access the capital, knowledge and implementation support needed to deliver transformational outcomes. Looking ahead, the GMF is focused on accelerating the transition to sustainable and resilient communities across Canada while expanding innovative investment approaches, scaling municipal impact and positioning itself for long-term growth and sustainability.

 

Today, GMF plays a critical national role in helping communities reduce emissions, strengthen climate resilience, improve quality of life and accelerate investment in sustainable infrastructure. The Opportunity

 

The Managing Director, Green Municipal Fund (GMF) and Climate Programs provides executive leadership for the GMF and is accountable for establishing and delivering the overall vision and strategy for FCM's GMF and climate programs.

 

Working as a member of FCM’s Senior Leadership team, the Managing Director leads the strategic evolution and growth of GMF and FCM’s climate programs, ensuring they deliver measurable climate, economic and community outcomes while maintaining strong financial stewardship, governance and risk management.

The Managing Director is accountable for portfolio strategy and performance; investment and program direction; relationships with federal partners, municipalities and other key stakeholders; growth and innovation; and the long-term capitalization, sustainability and positioning of GMF. The role will be central to ensuring that GMF continues to evolve as Canada’s leading municipal climate-delivery and financing platform.

The Managing Director will also work closely across FCM to leverage the organization’s enterprise capabilities in governance, finance, risk, operations, policy, communications and member engagement.

 

The Ideal Candidate

 

The ideal candidate is a visionary and purpose-driven executive who combines strategic leadership, investment expertise, the ability to operate effectively across public, private, not-for-profit and capital market environments to advance climate and community outcomes. They bring proven experience leading complex organizations, programs, or investment platforms, driving growth, forging strategic partnerships, and translating emerging opportunities into lasting impact. With strong financial stewardship and sound judgment, they balance innovation, risk management, and long-term sustainability while navigating complex policy, funding, and stakeholder environments.

 

The successful candidate brings strong financial acumen/experience, sound judgment and an ability to balance innovation, risk, accountability and long-term sustainability. Experience working with governments, municipalities, institutional funders or other public-interest partners would be highly valuable. The ability to work fluently in French and in English (both written and spoken) is considered a strong asset.
