Circular Materials is a national not-for-profit producer responsibility organization that helps producers meet their obligations under extended producer responsibility regulations across Canada. Established in 2021 by leading companies from the food, beverage, consumer products, retail, and restaurant sectors, the organization works with producers, governments, municipalities, and service providers to advance a more efficient, harmonized, and sustainable approach to resource recovery and the circular economy across Canada.

As Circular Materials continues to expand its national footprint and evolve its operating model, the organization is seeking a Chief Operating Officer to join its executive leadership team. Reporting directly to the Chief Executive Officer, the Chief Operating Officer will play a critical role in driving operational excellence, supporting organizational growth, and helping position Circular Materials for continued success within an increasingly complex regulatory and stakeholder environment.

As a trusted advisor to the CEO, executive team, and Board of Directors, the Chief Operating Officer will provide strategic leadership across a broad portfolio spanning national operations, collection and post-collection systems, stakeholder relationships, enterprise transformation initiatives, technology and data management, and sustainability initiatives. The successful candidate will oversee the delivery and continuous improvement of collection and post-collection services across multiple jurisdictions while working closely with producers, regulators, municipalities, service providers, and industry partners to ensure operational excellence, accountability, and long-term system performance. The COO will also play a key role in leveraging technology, data, and innovation to strengthen decision-making, improve outcomes, and support the continued evolution of Canada's circular economy.

The ideal candidate is an accomplished executive with a track record of leading large-scale operations within complex, regulated, and multi-stakeholder environments. They bring demonstrated experience leading sophisticated service delivery models, driving organizational growth and transformation, and building high-performing teams. Experience in sectors such as infrastructure, utilities, transportation, environmental services, logistics, or other network-based operating environments will be valued, along with expertise in stakeholder engagement, operational performance, and leading complex service delivery environments.

Beyond their operational expertise, the successful candidate will be a collaborative and influential leader with strong business judgment, the ability to navigate complex stakeholder environments, and exceptional relationship-building skills. They will be comfortable operating at the executive and Board levels, navigating competing stakeholder interests, and providing strategic leadership through complexity and change.
